Committees struggle to conduct outreach without a candidate or issue, as they lack a clear reason to engage with their neighbors. Committees create memorable and enduring events, known as sticky events, to engage voters and create a reason for taking actions. The most effective sticky events are charity drives and volunteer opportunities that serve as civic engagement events. The stickiness of civic engagement is achieved by inviting neighbors to actively participate in improving the community by taking part in the civic engagement events.
